So far, the only way I have found is to go to Add content » Article.

At the bottom, by Image, click on Choose File.

Select your file, click OK to return.

Then click Upload.

An article must have a Title; it may also have additional text. If your text is long, you may Edit the summary for a shorter description to appear on the main page.
